Although Phineas and Ferb create complex inventions that are ultimately years beyond them in the skill and knowledge required, the show always seems to respect and acknowledge that the titular characters are kids. This is utilized in "The Fast and the Phineas" when Phineas is lured by the sound of motors to turn their mother's station wagon into a race car. When Candace points out they don't know how to drive--I don't think at this point Candace knows how to drive, although she does get a car later in the series--they point out the car will be RC controlled.
They get to the track and Isabella and her Fireside Girls become the pit crew thanks to a fantastic scene where Isabella explains the mechanics of the vehicle. Candace, of course, is hell bent on busting her brothers, but she arrives at the track and sees Jeremy is there. In this episode her crush on Jeremy is fleshed out a little bit as we see her hilariously try to make it seem like she knows about racing while making it very clear she knows nothing about racing.
Naturally, Phineas wins the race and Candace keeps thinking she'll have the perfect chance to bust the boys--Mainly Phineas since he's the only one visible I imagine--and she keeps failing. A majority of the time her efforts fail because something Doofenshmirtz invented ends up destroying or taking away what the boys create. In this episode, Linda's car, which has gone through a car wash thanks to a fight between Doof and Perry, returns to the garage completely clean and she's touched by what she assumes to be a gesture from the boys. This is understandable since she only went off to a bridge game across the street and never said, "Boys, why don't you wash the car?"
The episode also deals with Phineas and Ferb creating something that is wonderful for Candace, although this ends up subverting the structure of the episodes. In a hilarious turn of events, Candace fails to focus on busting her brothers, which leads Linda to become worried about if everything is okay. Candace ends up enjoying the beach her brothers create because she becomes queen of the beach after winning a limbo contest thanks to a crab carrying her while she's on her back. She then gets to dance with Jeremy, which is interrupted by Linda calling and wondering if everything is okay, only to become more worried when Candace sounds euphoric. With most episodes Candace is distraught when what Phineas and Ferb create is taken away because she can't get the boys in trouble. In this one there's a nice turn of events because she's upset over being unable to show her mother the amazing beach she ruled over.
As for Perry and Doof, in "The Fast and the Phineas" Doof's plot involves having a blimp with an inator that will deflate everything in the TRI-STATE AREA so people will have to come to him to have things inflated. Throughout the series, we see fairly desperate attempts from Doof to try to control the TRI-STATE AREA, but this one feels fairly desperate. After crashing the blimp into the broadcast tower because the inator deflated the blimp, the two battle on top of Linda's tricked-out car while in a car wash.
Meanwhile, in "Lawn Gnome Beach Party of Terror," we are introduced to Doof's incredibly abusive childhood as having to serve as his family's lawn gnome is what fuels him taking all of the lawn gnomes in the TRI-STATE AREA because what will protect the gardens if there are no gnomes? That makes a lot more sense than the deflation, but I honestly wasn't aware of the purpose of lawn gnomes prior to this episode other than kitsch.

-So matt commented in the last review about me not mentioning if "Hey, where's Perry?" was in the last episode. It's definitely mentioned in this episode.
-Things Introduced in This Episode: The Doofenshmirtz Evil Incorporated jingle, Doof's inability to identify Perry without his hat on, Doof's childhood. He also uses something run on an animal running in a wheel, which we'll see again.
-Ferb's line(s): “With a slight chance of scattered lawn gnomes."
-The Songs: There's a song "Go Phineas" in "The Fast and the Phineas" that's cute, but not much else. "Lawn Gnome Beach Party of Terror" features a Beach Boys-esque song about grabbing surfboards as well as "Backyard Beach," both of which are great. And the closing credits feature the Perry the Platypus theme, which is amazing.
-Isabella's mother, Vivian Garcia-Shaprio, is introduced in this episode as well as the Garcia-Shapiros being Mexican-Jewish.
-We also see Stacy, Candace's best friend for the first time, as well as meet Buford, who is my favorite supporting character in the show.
-The reason for creating the backyard beach is Phineas not wanting to let the morning DJs win.
-Ferb standing on top of a giant sprinkler as it goes around is a great sight gag.
