Rather than ranking them, I'm breaking them into categories.
Classic Sitcoms: Cheers Seinfeld
Modern(ish) Sitcoms: Arrested Development Community
Animated Classics: Futurama The Simpsons
Golden Age Dramas: Breaking Bad The Wire
Cult Comedies Monty Python's Flying Circus Mystery Science Theater 3000
As you can see, I'm more of a comedy guy. And yes, there were some excruciating omissions (30 Rock, M*A*S*H, the Star Treks, etc.) Feel free to add your own, or not.

Modern American Classics:

Louie Curb Your Enthusiasm Fawlty Towers
That's only 9, but I'm not a big TV person.

Probably the two things that influenced my sense of comedy and cool the most are The Simpsons and Late Night With Conan O'Brien.
Seinfeld and King of the Hill are the two shows my family agree on when spending time together during the holidays.
Frasier and MASH are my most reliable comfort-food sitcoms.
Mad Men, Breaking Bad, and The Wire will get deserved nods in this thread. But I'll go ahead and counter with Six Feet Under and The Sopranos for modern classic viewing (or whatever you wanna call it).
Let's round out the list with 30 Rock and -- okay, yeah, Breaking Bad.

Community (every season except 4) Twin Peaks (really only the Lynch-directed episodes) Arrested Development (every season except 4) Breaking Bad (seasons 1-3) Louie (seasons 4 and 5) Hannibal (seasons 1 and 2) The Office (seasons 1-5) The Leftovers Freaks and Geeks Friday Night Lights
I'm not satisfied with this list at all. So please look forward to daily, if not hourly, edits.

1. The Simpsons* 2. Breaking Bad 3. Arrested Development (original FOX run only) 4. The Wire 5. Mystery Science Theater 3000 6. The Office (US) 7. Seinfeld 8. Cheers 9. The Sopranos 10. Lost**
Just missing the cut, and it hurt: Mad Men, Parks and Rec, The X-Files, Curb Your Enthusiasm
* I mean, it really shouldn’t be. 16 years of its 26 year run are unwatchable garbage to me. How can I say a show where over half its run is shit is my favorite of all time? But still. When it was on—which to me was its first 9 or 10 years—it was the best, most clearly influential show on me and my humor ever. More than any other show on this list, it has shaped who I am and how I look at the world. **In 2010, when me and my nerdy friends did a Best of the Aughts list, Lost came out on top TV for the decade. This was before their disastrous final season. Also, I hadn’t watched The Wire yet.

In no order: Lost Parks & Rec Mad Men Fawlty Towers Breaking Bad The Simpsons The Wire Fargo Hannibal Jeeves and Wooster
Probably.
Newsradio, Frasier, Futurama, Seinfeld, Angel, and probably others are all lurking outside the top 10 in "good, but unreliable" territory.

Still airing shows are disallowed from being included by my personal rule, but these are some that would potentially be here if they weren't, or once they finish: Rectify, Steven Universe, The Americans, Looking (sniffle) You're the Worst, BoJack Horseman, Jane the Virgin, Twin Peaks, Honorable Mentions: Carnivale, Baccano, ATLA, Cowboy Bebop, X Files, Adventure Time, Futurama, The Simpsons, Breaking Bad, ST: Deep Space Nine, 30 Rock, Daria.
And now, alphabetical order.
Buffy the Vampire Slayer/Angel Community Deadwood Enlightened Mad Men Puella Magi Madoka Magicka The Sopranos Welcome to the NHK The Wire

Dammit, I forgot Buffy! I don't think it'd threaten my top 10 but would be in that next tier down.

I also will not include any current show on my list (which means The Leftovers, Penny Dreadful, Veep, The Americans, Sense 8 cannot be on this list). Here it goes in no particular order:
Deadwood The Borgias Hannibal Community Fringe Star Trek The Next Generation (I still have half a season to watch but will surely remain on this list) Justified Utopia (UK series) Rome Gilmore Girls
Special Mention
Pushing Daisies (pies, pies, lovely pies) Misfits (never fails to make me laugh) Carnivale (it had so much potential!)

I haven't searched, but no one has mentioned The Larry Sanders Show? It bears separate mention to my previous post up for edit. I like it a skosh.

Haven't had the chance to see it, repulsionist, due to the ownership barriers in place that keep it off HBO Go.
