When:
On Wednesday, assuming all goes well.
Where to Find:
You can buy it on DVD from Amazon, but you probably should just see if it's at a Big Lots or something because I say this with all sincerity . . .really, you shouldn't pay more than $6 for the whole series because . . .well, it's rather low entertainment.
Time Commitment:
There's 22 episodes, none of which will require expansive essays to get surrounded (this show couldn't be more formulaic if you bottled it and fed it to babies) and should be a rather breezy little romp which will not take itself too seriously. Also, I intend to point out all the actors who passed through this show either coming from or headed to better things and have fun in general.
So Why This Again?
I was dared to, and it was either this or Kung Fu: The Legend Continues. Plus I'm fascinated by this show, as it would be cutting edge action TV in 1987, though sadly debuted seven years later and is an artifact of a time long gone and was already obsolete when it was new. Also also also: I always wanted to see the American Ninja guy and Principal Strickland from Back to the Future fight crime.
So let us go, you and I . . .

Upon further research, I may have been thinking of Viper this whole time. I never would have assumed these were two separate shows.

Damn it! Why aren't we talking about the bad guys from GI Joe?

Damn it! Why aren't we talking about the bad guys from GI Joe? The Viper is busy washing the windows! I CAN'T COVER EVERYTHING! To further complicate matters, Cobra is actually more or less of a remake of (and uses a lot of stock footage from) Stingray, another show from the Stephen J. Cannell hit factory which also deals with "Bringing justice to those The System has failed," as every damn show in the 80's was doing. It is a lot better than Cobra, and features someone singing a song about ether.
Viper ran for about 13-22 episodes on NBC, then went into syndication and lasted another 3-4 years, which is pretty amazing, It's not what you'd call good either, but as someone who gleefully consumed this kinda junk, you're not exactly panning for gold if you choose to indulge.

Wait, we're not talking about the gay porn studio from the early 00's that pioneered a resurgence of bareback titles, before its owner/creator/pornographer was killed by foul play in a fire, possibly by the boyfriend of one of his stars?

Well, that's what I'm talking about.
I remember Stingray! I loved that show.

You may find some surprising correlations. I could not possibly comment. Yes, Stingray was really awesome and had a hellaciously cool car, as Cobra did, though they also actually bothered to write decent episodes for that show. This one? Well, not so much. Oh, hey, someone uploaded the pilot to YouTube in several parts! Get a load of a mustache so fake you can tell even if you're two rooms down from where this is shown!

Some wonderful weirdo has uploaded a heap of the episodes on their channel. They are of course different to the fetishist weirdo who has uploaded a compilation of all the times the women in the show are wearing leather.
