Summary: Carcetti follows police around. With narcotics he sees a lot of low level arrests. With homicide Lester makes his furniture, Greggs sleeps and Landsman looks at porn.
Prez and Colvin are both making progress with their classes. Prez by ignoring the curriculum and Colvin by asking the kids about the rules of the street.
Bunk gets Holley to look some more into Andre's story about Omar shooting a citizen. When pressed, Andre starts to say his memory is fuzzy. Landsman is pissed that what seemed like a slam dunk case is open again.
Herc continues to harass Marlo and his crew about the missing camera.
Carcetti meets with Rawls, who blames everything on Burrell. Carcetti later tells Daniels this but he seems skeptical. He does accept a promotion though.
Random thoughts: I love how everyone assumes Proposition Joe has someone on the inside, but all he is really doing is making some fake phone calls. His different characters were great.
I may be a little lost on the chain of command between Daniels, Rawls and Burrell. Guess I need to look it up to get it straight in my head there seems to be more levels there than I thought.
Burrell's pissed off face might not be as animated as Senator Davis's, but it is still satisfying to see.

At this point in the series, Burrell has the highest rank of anyone in the Baltimore PD as Commisioner. Rawls is his second in command as Deputy Commisioner. Daniels is lower down the food chain as a Major.
Hierarchy here- "The real life chain of command from the Commissioner downwards is Deputy Commissioner, Chief, Colonel, Lieutenant Colonel, Major, Captain, Lieutenant, Sergeant, and Detective/Officer."

Yes, he has figured out how to play the game quite well and been given a helping hand by some. It hasn't hurt that he seems quite competent either, unlike some of the other people who have risen to a higher position.
