Summary:
Carcetti struggles to understand the implications of the homeless killer being a hoax. He orders Daniels and Pearlman to keep quiet while they work on a plan.
Freamon finds the leak in the courthouse and gets him to record a call to Levy. he gives the tape to Pearlman and she tells him that they know about the hoax.
Templeton fakes another story, Gus does not buy it but is overridden. McNulty tells Templeton he knows he is full of shit.
Bubbles struggles with the story the reporter wrote about him, thinking it paints him in too positive of a light.
Levy figures that the only way the police could have caught Marlo is through an illegal wiretap. Pearlman counters with the tape of him with the leak and they compromise. Marlo and Levy walk while Chris gets life and the rest of his crew get 20 years.
Another homeless man is murdered with a white ribbon. McNulty tracks it back to the crazy man who collected business cards. He is incoherent, seemingly willing to admit to all the (fake) killings in addition to the one or two he actually did. Rawls likes the idea but McNulty resists.
Carcetti and Rawls leads the press to believe that he is responsible for all the murders even though they are only charging him with two. Daniels is named Commissioner and Rawls moves to an adviser with the promise that he will be in charge of the state police once Carcetti is governor.
Levy tells Marlo about the deal and that he has to give up the game. He offers to sell his contact with the Greek to the Co-op for $10 million.
Cheese brings the biggest portion to the table at the Co-op and threatens the others but Slim Charles shoots him.
The police throw a fake wake/retirement party for McNulty and Freamon. Greggs tells them that she was the one who ratted them out and they understand.
Daniels is asked to manipulate the crime statistics to help Carcetti in the Governor race but he refuses. Council woman Campbell threatens him with the dirt she received from Burrell. His ex-wife pleads with him to go quietly if he cannot play along. So he steps down as he promotes Carver.
McNulty goes to bring home the homeless guy he dropped in D.C. and it is montage time:
Syndor is following in McNulty's steps, going over his supervisors' heads with Judge Phelan.
Marlo does not feel comfortable in Levy's high society party and goes out and picks a fight on a corner.
Dukie is shooting up.
Greggs and Bunk are working a murder.
Herc is in tight with Levy and working the police for info.
Michael holds up the rim shop drug dealers with a shotgun just like Omar would have.
Chris and Wee-Bey talk in prison.
Slim Charles and the Co-op meet with Vondas.
Templeton wins a Pulitzer while Alma is transferred.
Daniels is an attorney and Pearlman is a judge.
Kenard is arrested.
Carectti becomes governor, giving Rawls his promised position. Councilwoman Campbell becomes mayor naming Valchek as police commissioner.
Bubbles has dinner with his sister and her child, upstairs.

More depressing scenes from Dukie. First he takes money from Prez, then the confirmation shot to the gut as we see him shooting up.
Not sure is Kenard is being arrested for Omar or random stuff. I cannot think the store clerk would be a good witness. That plus his age means he gets back on the streets pretty quickly.
The fake wake was a nice way to collect everyone together but it was ruined with McNulty's sneer. I knew he was not dead, but he got off far too lightly.
I may have yelled "HA!!!" when Slim Charles killed Cheese.
Marlo is back on the street, but once he gave up the crown I don't see an easy way back for him. If he does get back in the game and his name comes up again will they bring the case back? What does that mean for McNulty and Freamon? Not sure they can admit the illegal wiretap without implicating them in some way even if not for the serial killer hoax.
