Based on a shoutbox discussion on 'bad' Oscar winners, what would happen if instead of having to pick a winner from a somewhat arbitrary yearly pool, it was more like various Hall of Fames and movies had a multi-year window of eligibility to win. So a few rules, open for negotiation:
1) Let's start with 1998? 20 years seems like a round number, covers movies that most of us would be familiar with. 2) Let's assume that all winners from 1997 and earlier are still valid 3) I think a 10 year window makes sense. So for 1998, anything that had been eligible since 1988 could be added to the pool. 4) I think there should be at least one "first ballot" movie every year, so you're guaranteed at least one new release entry. It's probably the easiest to just drop in the real world winner for each year, but I'd be willing to hear out exceptions. 5) Let's cap it at 8 nominees for each year? 6) Just because you make the ballot in one year, doesn't mean you stick around until you win or age out of the eligibility window. Likewise, if you fall off the ballot for a year, you could still get back on the next year if still eligible. 7) How long makes sense to take ballot nominations, voting, etc.? 3 days? A week?

Oh, so this is a retrospective voting thing? Best pictures of a certain year? A little confusing and I'm not sure I've got it, but sure, could be fun.
I'm assumming everyone gets a ballot?

The simple version is along the lines of "If none of the movies in a certain year are that great, we should be able to go back and just give Fargo or Pulp Fiction or something an Oscar instead." or "If you are an all-time classic that just had the poor fortune of coming out in an absurdly strong movie year, you should get multiple chances to win something"

Okay, but this still feels a bit vague. Do you mean movies that were nominated for the Best Picture Oscar already? Essentially all the classics? Are blockbusters and "non-oscar" movies allowed? Cult films? Animated films? Foreign films?

So like...the best movies from '88-'98? Okay, but this still feels a bit vague. Do you mean movies that were nominated for the Best Picture Oscar already? Essentially all the classics? Are blockbusters and "non-oscar" movies allowed? Cult films? Animated films? Foreign films? You know that would be the interesting part to think about, wouldn't it? There's all sorts of great movies that get written off as "not Oscar worthy" every year. But you give those some movies a 10 year window to make a grassroots push for the ballot? It's probably too hard to track how opinions on some of those things changed over time in retrospect though.

The Big Lebowski and Rushmore probably wouldn't get enough acclaim in '98 to justify getting in during their first year of eligibility.

Schindler's and Silence would have already actually won. I suspect Saving Private Ryan would have still snagged a nomination in it's first year. Otherwise, that's more or less what I had. Maybe a belated Toy Story nod?

Okay, I'm assuming that the task is to nominate the 8 best films released between 1988 and 2008 that DID NOT win best picture, so as to create an alternate canon. Here are my picks, omitting things that have already been nominated:
